DOR Department of Motor Vehicles Credentialing System

Background
The Division of Motor Vehicles (DMV) of the State of Rhode Island is seeking proposals from qualified vendors to replace its credentialing system. The DMV's mission is to ensure the safe and efficient operation of motor vehicles in the state. This contract aims to enhance their capabilities in managing credentials effectively.

Work Details
The selected vendor will be responsible for providing a new credentialing system that meets the DMV's operational needs. This includes software development, implementation, and ongoing support services. The vendor must demonstrate experience with similar projects and provide a detailed plan for system integration, user training, and data migration.

The proposal should also outline the technical specifications of the system, including security features, user interface design, and compliance with state regulations.

Period of Performance
The initial contract period will commence on approximately July 1st, 2026, for a duration of four years, which includes the implementation phase. There is an option for renewal for up to four additional 12-month periods based on vendor performance and available funding.

Place of Performance
The work will primarily be performed at the Division of Motor Vehicles located at One Capitol Hill, Providence, RI 02908. However, remote work may be permitted as necessary during implementation.

Bidder Requirements
Vendors must register in Ocean State Procures™ to submit proposals. They are required to provide proof of insurance covering general liability ($1 million per occurrence), workers' compensation ($100,000 each accident), automobile liability ($1 million each occurrence), and professional liability ($2 million per occurrence).

Additionally, vendors must comply with MBE/WBE participation requirements as outlined in the solicitation.
