Background
The project aims to develop a Park Maintenance and Improvement Plan for Patsy Hillman Park, located in Fayette County, Pennsylvania. The plan will serve as a practical document to guide the short- and long-term maintenance, repair, and enhancement of the park's physical assets, natural resources, and visitor amenities.

Patsy Hillman Park is a 467-acre municipal park recognized as both a Land and Water Conservation Fund (LWCF) site and a Pennsylvania Natural Heritage Area (PNHA), emphasizing its importance for public recreation and ecological significance. The National Road Heritage Corridor (NRHC) will assist in coordinating this project.

Work Details
The consultant will perform the following tasks:
1) Document and evaluate existing park assets including facilities, infrastructure, landscapes, trails, play areas, restrooms, pavilions, signage, and utilities;
2) Assess the current condition of all assets and identify maintenance priorities;
3) Develop a maintenance management framework with schedules, tasks, estimated costs, responsible parties, and recommended frequency;
4) Identify needed repairs and enhancements ensuring compliance with LWCF and PNHA values;
5) Provide cost estimates and a prioritization matrix for funding guidance.

Specific tasks include creating an asset inventory using GIS mapping, developing maintenance schedules by asset type and season, facilitating stakeholder meetings for community input, and providing final deliverables such as an asset inventory matrix and improvement recommendations.

Period of Performance
The project is expected to be completed within the budget of $60,000. The timeline includes proposal submission by March 23, 2026.

Bidder Requirements
Consultants must demonstrate experience in preparing park maintenance or operations plans with familiarity in LWCF requirements.
