Engineering Design Services - Bridge #83

Background
The County of Montgomery, through the Department of Assets & Infrastructure, Division of Roads & Bridges, is seeking a qualified engineering firm to provide engineering design services for the replacement of County Bridge No. 83 over Wissahickon Creek in Upper Dublin Township.

The existing bridge, constructed in 1926, is a three-span concrete T-beam bridge measuring 198 feet in span and 34 feet in width. The goal of this contract is to ensure the successful completion of the project through engineering, environmental permitting, and construction consultation.

Work Details
The selected firm will be responsible for the following tasks:
1) Project Management/Administration;
2) Topographic Survey & Base Mapping;
3) Environmental Studies;
4) Environmental Permitting;
5) Roadway Design with submissions at 30%, 60%, and 90% completion;
6) Erosion Control Plans;
7) Geotechnical Engineering;
8) Hydrologic and Hydraulic Analysis;
9) Structural Design including TS&L and Final Structure Plans;
10) Right-of-Way Property Plots due with the 60% submission;
11) Traffic Control Plan;
12) Signing and Pavement Marking Plan;
13) Utility Coordination;
14) Agency Coordination and Meetings;
15) Plans, Specifications, and Estimate; and
16) Construction Consultation.

The firm must provide a full scope of work that includes all required subtasks to be considered for this project.

Period of Performance
The duration for the engineering and environmental permitting phase is thirty-six (36) months starting from the Notice-to-Proceed date. Construction consultation will last throughout the construction phase.

Place of Performance
The work will be performed in Upper Dublin Township, Montgomery County, Pennsylvania.

Bidder Requirements
Bidders must be PennDOT pre-qualified engineering firms with experience in designing municipal bridges (at least five completed projects in the last five years). Additionally, bidders must comply with all applicable federal and state laws, including insurance requirements such as public liability and workers' compensation insurance.
