Background
The City of Portland, Oregon, through its Community and Economic Development Service Area, is seeking proposals for On-Call Geotechnical Engineering Services to support the Spectator Venues Program. This program oversees City-owned spectator facilities funded by the Spectator Venues & Visitor Activities Fund, which includes venues such as Veterans Memorial Coliseum, Moda Center, and Providence Park.
The goal of this contract is to establish a price agreement for geotechnical engineering services that can be utilized for various projects requiring specialized expertise not available in-house.
Work Details
The successful Proposer will provide a range of geotechnical engineering services including:
- Subsurface exploration and instrumentation
- Foundation engineering
- Engineering geology and hydrogeology
- Geophysics and seismological studies
- Landslide investigations
- Soil improvement
- Non-destructive pavement testing
- Laboratory testing of soil and rock
- Feasibility studies
- Development of design options
- Geotechnical review services
- Value engineering
- Forensic evaluation and expert testimony.
These services will support projects from early investigation through design and construction phases. The total not-to-exceed amount for this price agreement is $200,000 over a three-year term with an option to extend for an additional two years.
Period of Performance
The contract will be performed over a three-year period from the effective date, with an option to extend for two additional years.
Place of Performance
Work will primarily take place at the successful Proposer's facility but may also occur at City facilities or other locations as required. Remote work may be conducted via online platforms such as Microsoft Teams or Zoom.
Bidder Requirements
Proposers must obtain a current City of Portland Tax Registration Number prior to contract initiation. Successful Proposers must also have Workers’ Compensation Insurance coverage or provide evidence that state law does not require such coverage. Additionally, they must be certified as Equal Employment Opportunity Employers and comply with the City’s Equal Benefits Program prior to contract execution.
Proposers are encouraged to include subcontracting opportunities for minority- and women-owned businesses.
