Background
The State of Oregon, through the Department of Administration Services, Enterprise Goods and Services, State Procurement Services (DAS SPS), is issuing this Request for Proposals (RFP) on behalf of the Oregon Public Employees Retirement System (OPERS).
The purpose of this RFP is to engage a consultant for the modernization of its Pension Administration System (PAS) to better serve its members and employers. The current PAS, known as the Oregon Retirement Information Online Network (ORION), is a legacy system that supports over 422,000 members across multiple retirement plans.
The goal is to replace ORION with a comprehensive, modern solution that aligns with industry best practices and meets OPERS's modernization objectives.
Work Details
The selected consultant will provide end-to-end consulting support for the development of a thorough RFP for a new PAS and guide OPERS through the vendor selection process. Key tasks include:
1. Developing a project plan and conducting an initial kickoff meeting to confirm objectives and timelines.
2. Working closely with OPERS staff to refine functional, technical, and regulatory requirements for the new PAS.
3. Drafting a high-quality RFP document that attracts qualified vendors and clearly communicates OPERS’s needs.
4. Supporting OPERS throughout the RFP process by assisting in drafting evaluation criteria, facilitating vendor Q&A sessions, coordinating product demonstrations, and providing advisory services during vendor selection.
5. Ensuring compliance with state procurement regulations while mitigating risks associated with the procurement process.
Period of Performance
The anticipated initial term of the contract is two years from the date of award.
Place of Performance
The services will be performed in Salem, Oregon, at OPERS's offices or remotely as required.
Bidder Requirements
Offerors must demonstrate extensive public pension experience and a proven track record in developing complex RFPs for large-scale IT systems within government contexts. Additionally, they should possess knowledge of procurement regulations including Oregon’s Public Contracting Code, along with strong facilitation and communication skills. Offerors must also be free from conflicts of interest regarding any potential vendors for this RFP.
