Description
Background
The purpose of this Request for Proposals (RFP) is to solicit offers from qualified vendors to provide property appraisal services for CIS Trust (CIS).
CIS provides property coverage for 309 Oregon members, including 232 of 241 eligible cities and 29 of 36 counties in the state, plus another 48 intergovernmental agencies. These members have approximately 15,000 different property locations with a total property value at risk of approximately $16 billion. To protect these assets, CIS requires current and professional valuations on these properties. Members are appraised on a three-year rotation with a current threshold of $500,000 and above. Structures valued between $100,000 and $500,000 may also be appraised if they have not yet been assessed. CIS is considering moving to a four-year program with a new threshold of $400,000 and above during the next cycle.
Work Details
The successful vendor will provide professional appraisal services that include:
1. Onsite physical inspection and appraisal of designated CIS member properties by professionally trained staff, reporting on occupancy/usage, quality of construction, number and height of building stories, year built, roof year, renovation year, construction class, floor area, flood zone, GPS coordinates, and additional features such as HVAC systems and overall condition.
2. Providing both replacement cost and actual cash values for each building or structure appraised.
3. Conducting historical or reproduction cost appraisals for buildings on locations elected by CIS or on the National Register of Historic Places.
4. Valuation of contents based on a cost new replacement basis.
5. Reporting comments on any hazards observed during inspections.
6. Location identification including address verification.
7. Detailed descriptions of land improvements in the report.
8. Inclusion of digital color photos for each appraised building.
9. Monthly status reports detailing progress and building counts categorized by value thresholds.
10. Final reports summarizing appraisal data in an Excel format for underwriting purposes.
Period of Performance
The anticipated contract award date is June 1, 2026, with the commencement of the contract expected on July 1, 2026. All appraisal work during the fiscal year (July to June) should be completed by December 1 of that year.
Place of Performance
The services will be performed primarily within the state of Oregon and potentially in adjacent areas where CIS member properties are located.
Bidder Requirements
Proposers must be authorized to do business in the State of Oregon and must comply with insurance requirements including Workers’ Compensation insurance as per ORS Chapter 656; Comprehensive General Liability insurance with a minimum limit of $2 million; Automobile Liability insurance with a minimum limit of $1 million; and must provide certificates of insurance upon request.
