Background
The City of Hillsboro, incorporated in 1876, is a full-service city dedicated to providing visionary leadership and responsive municipal services. The City is seeking competitive proposals from experienced consultants to support its Community Visioning Program, which aims to shape Hillsboro's long-term future through meaningful community engagement, particularly with underserved communities.
The program will develop a new Hillsboro 2050 Community Plan starting in 2027 and concluding in 2030.
Work Details
The consultant will partner with City staff to achieve the following outcomes:
1) Engage underserved communities meaningfully in the visioning process;
2) Complete the Hillsboro 2050 Community Plan for review and design;
3) Develop shared understanding of environmental stewardship priorities among city leadership and stakeholders;
4) Increase awareness of the community vision plan among residents;
5) Foster engagement across diverse demographics;
6) Sustain and expand relationships with community partners.
Responsibilities include leading community engagement activities, supporting the Environmental Stewardship Committee, developing progress reports, and providing advisory support to the Program Coordinator.
Period of Performance
The contract term is anticipated to be five (5) years, beginning upon execution. The program will have predictable variations in workload intensity across this period, with 'Heavy Years' expected during major community vision plan development phases (2027-2030) and 'Light Years' focused on monitoring and sustaining community engagement (2026-2027).

The services will be performed within the City of Hillsboro, Oregon.

Consultants must demonstrate relevant experience in community engagement and equitable outreach to underserved populations.
