Broadband Federal Grant Management Services

Background
The State of Oregon, through the Oregon Business Development Department, is seeking proposals for the administration of a broadband infrastructure grant program. The Oregon Broadband Office (OBO) was created to advocate for the adoption of public policies that support broadband infrastructure deployment. The agency aims to connect unserved and underserved locations to the internet and deliver gigabit internet connections to community anchor institutions.

Work Details
The selected consultant or firm will be responsible for implementing and administering federal grant programs, including the American Rescue Plan Act (ARPA) Capital Projects Fund, Broadband, Equity, Access, and Deployment Program (BEAD), and State Digital Equity Capacity Grant Program (DE). The tasks include:
- Developing a grant management plan
- Subgrant administration and oversight
- Technical reviews of test results
- Project closeout support
- Strategic consulting
- Outreach and communications
- Post-award grant program evaluation.

Period of Performance
The initial term of the contract is anticipated to be six years. The schedule includes:
- Pre-proposal conference on June 24, 2024
- Questions/requests for clarifications due by June 27, 2024
- Proposal due on July 18, 2024
- Presentations, demonstrations, or interviews in July-August 2024
- Issuance of notice of intent to award in August-September 2024.

Place of Performance
The contract will be performed in Oregon.
