Background
The Housing Authority of the Cherokee Nation is issuing a Request for Bids (RFB) for the demolition and turnkey construction of one two-bedroom, two-bathroom replacement home located in Adair County. This initiative is part of a broader effort to provide stable housing for low to moderate income Native Americans on the rehabilitation program waitlist. The Cherokee Nation aims to enhance housing stability and improve living conditions within its 14-county reservation in northeast Oklahoma, which faces significant poverty and a shortage of affordable housing.

Work Details
The project involves the complete demolition of an existing home that has tested positive for asbestos-containing materials (ACM) and the construction of a new two-bedroom, two-bathroom home. The contractor must provide all necessary labor, materials, equipment, tools, permits, insurance, and supervision to complete the project within 120 workdays.

Failure to complete the project on time will incur a penalty of $1,000 per day beyond the deadline. The scope includes:
- Demolition and disposal of existing home (approximately 1200 square feet) including disconnecting utilities.
- Construction of a new home with specified features as outlined in the bid packet.

Period of Performance
The entire project must be completed within 120 workdays from the issuance of the Purchase Order (P.O.), which acts as the Notice to Proceed.

Bidder Requirements
Bidders must provide proof of current certification from the Cherokee Nation Tribal Employment Rights Office (TERO). Indian preference will be given to contractors who meet this requirement. Bidders are also required to submit various forms including a Non-Collusive Affidavit, Previous Work History Form, and a Drug Free Workplace Statement. Additionally, bidders must have appropriate insurance coverage including Worker’s Compensation and General Liability insurance.
