Parcel Fabric Implementation Consulting Services

Background
The City of Cincinnati, through the Office of Performance and Data Analytics, is issuing a Request for Proposals (RFP) for consulting services related to the migration and implementation of the latest ESRI Parcel Fabric data model.

The Cincinnati Area Geographic Information System (CAGIS) is transitioning from ArcMap Desktop Parcel Fabric to ArcGIS Pro Parcel Fabric. CAGIS serves Hamilton County, the City of Cincinnati, and other municipalities, providing GIS and IT services. This project aims to enhance GIS capabilities by utilizing a modern data model for parcel management.

Work Details
The consultant will assist with the following tasks:
1. Data and Production Environment Preparation: Review the completed Parcel Fabric Data Readiness Assessment, existing data in ArcMap, assist with final data preparation steps before production export, make final tweaks to the production environment, and finalize a go-live plan.

2. ArcGIS Pro Parcel Fabric Implementation: Migrate existing parcel fabric into CAGIS's production ArcGIS Enterprise environment in ArcGIS Pro format, assist with post-migration configuration if needed, publish the production parcel fabric for editing, test the parcel fabric in production, and confirm readiness for editors.

3. Go-Live Support: Provide support to parcel fabric editors and CAGIS IT staff post-go-live.

Period of Performance
The contract duration shall not exceed nine (9) months from the date of execution of the Agreement.

Place of Performance
The work will primarily be conducted on-site at CAGIS in Cincinnati, Ohio, with some tasks performed remotely.

Bidder Requirements
Offerors must be registered under Vendor Self Service (VSS) at the time of award. The contractor must comply with Equal Employment Opportunity provisions as per Chapter 325 of the Cincinnati Municipal Code and may need to submit a DEI 147 form. Additionally, Offerors are encouraged to partner with City of Cincinnati Department of Economic Inclusion Certified M/W/SBEs.
