Ottawa County is seeking professional engineering consulting services to conduct a comprehensive planning study for the Plasterbed Road CR #34 corridor. This project aims to address recurring sinkhole and undermining issues caused by underlying abandoned gypsum mines and fluctuating water levels from Sandusky Bay. The goal is to evaluate existing stability concerns and recommend long-term solutions for public safety and infrastructure integrity.
Work Details
The services required under this contract include:
1. **Phase I: Existing Conditions Assessment** - Conduct a thorough review of existing conditions, including data collection, verification of roadway and drainage conditions, consultation with regulatory agencies, and site evaluations.
2. **Phase II: Alternatives Analysis and Feasibility** - Develop and evaluate potential solutions including:
- Alternative A: Underground Mine Filling/Remediation (investigating stabilization methods).
- Alternative B: Road Vacation/Abandonment (evaluating impacts of closing the roadway).
- Alternative C: Road Relocation/Reconstruction (analyzing new alignments).
Each alternative will include preliminary cost estimates and an analysis of risks and environmental impacts.
3. **Phase III: Recommendation and Final Report** - Provide a ranked recommendation based on feasibility studies, including deliverables such as an Existing Conditions Report, Alternatives Feasibility Report, and a Final Planning Study Report.
Period of Performance
The planning study is expected to be completed within six months from the date of authorization, anticipated by May 2026.

The work will be performed in Ottawa County, specifically along Plasterbed Road County Road 34 between State Road County Road 8 and Lockwood Road County Road 133.
Bidder Requirements
Consultants must meet prequalification requirements for engineering services as defined by the Ohio Department of Transportation. Only individuals (not firms) are eligible for right-of-way acquisition services.
