Background
The City of Sylvania, located in Lucas County, is issuing a solicitation for construction services related to the full-depth reconstruction of Main Street and Convent Boulevard. The goal of this project is to enhance traffic flow and safety at the intersection by replacing the existing traffic signal with a single lane roundabout. This project aligns with the city’s mission to improve infrastructure and transportation efficiency.

Work Details
The contractor will be responsible for the preparation of construction contract plans that include:
- Full-depth reconstruction of Main Street, including storm sewer replacement between Ravine Drive and Thamletz Drive.
- Full-depth reconstruction of Convent Boulevard from railroad tracks to Main Street.
- Replacement of the traffic signal at Main Street and Convent Boulevard with a single lane roundabout.
- Additional services include geotechnical engineering, environmental services, right-of-way acquisition management, public involvement, and compliance with federal requirements regarding financial management systems.

Period of Performance
The estimated period of performance includes Preliminary Engineering (PE) completion by July 2026, Environmental (EE) and Final Engineering completion by September 2028, with construction scheduled to begin in June 2029.

Place of Performance
The work will be performed in the City of Sylvania, specifically at the intersection of Main Street and Convent Boulevard.

Bidder Requirements
Bidders must meet prequalification requirements set by the Ohio Department of Transportation (ODOT) for engineering and design-related services. This includes compliance with federal requirements for financial management systems. Only individuals are prequalified for right-of-way acquisition services. Firms on the current Federal list of suspended or debarred firms are not eligible for selection.
