Background
The City of Cleveland, Ohio, through its Department of Port Control, is seeking bids for a contract to provide labor and materials necessary for the construction, repair, maintenance, removal, replacement, disposal, and installation of concrete surfaces and structures on various paved areas including roadways, taxiways, runways, and ramps. This initiative is authorized by Ordinance No. 1253-2025 passed by the City Council on November 17, 2025. The goal of this contract is to ensure the ongoing maintenance and improvement of essential infrastructure managed by the Department of Port Control.
Work Details
The contractor will be responsible for:
1. Constructing concrete surfaces and structures on roadways, taxiways, runways, ramps, and other paved surfaces.
2. Repairing existing concrete surfaces as needed.
3. Maintaining concrete structures to ensure safety and usability.
4. Removing and disposing of damaged concrete as required.
5. Replacing old or damaged concrete with new installations.
6. Installing new concrete structures as specified in project requirements.
The contract will be structured as a requirement contract allowing for flexibility in ordering based on actual needs during the contract term.
Period of Performance
The initial period of performance for this contract is one year from the date of award with three optional one-year renewals available at the discretion of the Director of Port Control.
Place of Performance
The work will be performed at various locations managed by the Department of Port Control within Cleveland, Ohio.
Bidder Requirements
Bidders must comply with specific legal requirements including:
1. Submission of a bid bond or certified check amounting to 5% of the bid total.
2. Compliance with Title VI of the Civil Rights Act ensuring no discrimination based on race, color, national origin, sex, age or disability.
3. Good faith efforts to meet participation goals for certified CSB (Cleveland Small Business), MBE (Minority Business Enterprise), and FBE (Female Business Enterprise) subcontractors as established in this procurement process.
4. All proposed subcontractors must be disclosed in the bid submission.
