BWC Employer Rates and Payments System Modernization

Background
The State of Ohio, through the Department of Administrative Services, is issuing a Request for Proposals (RFP) for the Employer Rate Making and Payment System Modernization on behalf of the Ohio Bureau of Workers’ Compensation.

This initiative aims to modernize the Agency's IBM Z/OS systems, which are currently outdated and require migration to a more supportable architecture due to the discontinuation of support for Ohio’s IBM Z/OS infrastructure by mid to late 2025.

The modernization will involve re-platforming existing systems and enhancing data analytics capabilities using Snowflake and Tableau.

Work Details
The Contractor must perform the following tasks:
1. Conduct a comprehensive assessment of the Rates and Payments application.
2. Develop a modernization plan for all Rates and Payments functionality as outlined in Supplement 1.
3. Transition the IBM Z/OS DB2 databases as specified in Supplement 1.
4. Migrate all reporting and data analytics functions to Snowflake and Tableau, ensuring that the new system supports existing business processes and interfaces without interruption.

The modernization will be implemented in stages, allowing continued development on the mainframe until just before go-live.

Period of Performance
The contract term will commence upon receipt of a State-issued purchase order and is expected to run from March 2025 through December 31, 2028, with potential one-month extensions at the State's discretion.

Place of Performance
The work will primarily be performed in Columbus, Ohio, with deliverables submitted electronically.
