162-26 D10 Primitive Roadside Rest Area 10-01 Janitorial

Background
The Ohio Department of Transportation (ODOT) is issuing this invitation to bid (ITB 162) to establish pricing for janitorial services at the District 10 Monroe County primitive roadside rest area 10-01, located on State Route 7 Northbound in Fly, OH. The goal of this contract is to ensure cleanliness and maintenance of the facility, which serves travelers in the area.

Work Details
The vendor shall provide all labor, equipment, materials, and incidental items necessary to perform janitorial services. Services include:
- Cleaning and disinfecting toilets and urinals
- Washing restroom floors
- Emptying waste receptacles
- Cleaning bulletin board glass
- Polishing/disinfecting drinking fountains
- Removing graffiti (paint supplied by ODOT)
- Picking up litter throughout the park
- Maintaining cleanliness of picnic tables.

The vendor must also provide consumable items such as hand soap, toilet paper (minimum 2-ply), waste can liners, air fresheners, and entry mats. All cleaning supplies must be maintained in adequate quantities on-site. The vendor is required to report any site issues or malfunctions immediately to the ODOT District Designated Representative.

Period of Performance
The contract will be effective from July 1, 2025, through June 30, 2028. Services are to be provided seven days a week including all state-observed holidays.

Place of Performance
Services will be performed at the primitive roadside rest area 10-01 located on State Route 7 Northbound in Fly, OH.

Bidder Requirements
Bidders must have a minimum of two consecutive years of experience in performing similar services and provide proof of current liability insurance coverage with limits of at least $300,000 for any one person and $1 million for any one occurrence. Bidders must also submit references from at least two clients for whom they have provided comparable services. Additionally, vendors are required to maintain a chemical inventory listing all products used and ensure that all employees have passed background checks.
