Technical Assistance for Village of Speculator Comprehensive Plan

Background
The Lake Champlain – Lake George Regional Planning Board (LCLGRPB) serves as the federally designated Economic Development District for Clinton, Essex, Hamilton, Warren, and Washington Counties in New York State. It is seeking proposals from professional firms to assist with the development of the Village of Speculator’s Comprehensive Plan. This initiative is funded by the New York State Department of Environmental Conservation (NYSDEC) through the Adirondack Communities Smart Growth Grant program. The project aims to create a comprehensive plan that addresses various aspects of community development and planning.

Work Details
The selected firm will undertake several key tasks:

1. **GIS Mapping**: Create maps relevant to the comprehensive plan including land use, constraints, opportunities, existing land use and cover, future land use, population density, state-owned lands and recreational resources, infrastructure and public utilities, historic/cultural/scenic resources, soils, and steep slopes.

2. **Project Profiles**: Prepare up to four illustrative project profiles that translate comprehensive plan recommendations into actionable steps with conceptual designs and planning-level cost estimates based on comparable projects.

3. **Final Comprehensive Plan Layout and Formatting**: Finalize the layout and formatting of the comprehensive plan document in an editable format.

Period of Performance
All work under this contract must be completed by December 31, 2026.

Place of Performance
The contract will be performed in the Village of Speculator, Hamilton County, New York.

Bidder Requirements
Bidders must meet specific requirements including being a Service-Disabled Veteran-Owned Business (SDVOB) with a goal of 6% participation and a total Minority/Women Business Enterprise (MWBE) participation goal of 30%. Bidders are encouraged to demonstrate meaningful participation by NYS-certified firms in their proposals.
