Background
The Madison County Finance Department is issuing a Request for Bids (RFB 2026-03) for Cold-In-Place Recycling of asphalt concrete. The goal of this contract is to recycle existing pavement through a continuous process that includes milling, remixing with bituminous material and aggregate, reshaping, and compacting the asphalt mixture. Work Details
The contractor will be responsible for cold recycling asphalt concrete by milling the existing pavement to specified width and depth. This includes remixing it with bituminous material (either unmodified or modified) and aggregate according to an approved mix design, reshaping, and compacting the asphalt mixture. All operations must be performed in-place without trucking of reclaimed asphalt pavement (RAP), except for minor adjustments due to pavement conditions.
If additional aggregate or asphalt millings are required, Madison County will supply these materials. The recycled mixture must consist of reclaimed material, additional aggregate, liquid bituminous materials, and possibly water. The mix design must include 2.25% added asphalt emulsion. The contractor must also ensure that all milled pavement locations have material replaced on the same day.
Period of Performance
The contract work is expected to commence no later than 30 days after the issuance of a Notice to Proceed by Madison County and must be completed by July 3, 2026. The County reserves the right to extend this period for up to 60 days if necessary.
Place of Performance
The work will be performed at designated locations within Madison County, New York.
Bidder Requirements
Bidders must have a minimum of four years' experience in cold in-place pavement recycling and at least three years' experience with a recycling train under stringent specifications from organizations such as the Asphalt Recycling and Reclaiming Association or New York State Department of Transportation. Bidders are required to own necessary equipment and maintain a working laboratory for testing materials used in the project. Additionally, bidders must comply with prevailing wage laws and provide certified payrolls.
