Madison County Economic Development Strategic Plan Update

Background
Madison County is committed to advancing a forward-looking Economic Development Strategic Plan aligned with regional growth trends and local economic opportunities. The County's last comprehensive strategic plan was developed under the direction of the Central New York Regional Planning and Development Board (CNYRPD), in collaboration with Madison County department heads, non-profits, and community volunteers in 2012–2013.

With evolving economic conditions — including significant semiconductor investment in the broader CNY region, expanded operations of the Oneida Indian Nation, growth in key agricultural and tourism sectors, a shifting remote-work landscape, and pressing housing and broadband infrastructure needs — an updated analysis is essential to guide strategic initiatives and investment priorities for the coming years. The plan should align with ongoing efforts of the Madison County Industrial Development Agency (MCIDA) and the Central New York Regional Economic Development Council (CNY REDC) to anticipate and plan for future economic and demographic change.

Work Details
The selected consultant will be responsible for:
1. Stakeholder Engagement: Conduct interviews, focus groups, and workshops with key stakeholders; administer surveys of residents and businesses; conduct select interviews with county leaders, educational institutions, industry representatives, and residents.

2. Demographic Update: Analyze demographic data for Madison County; project population growth or decline over a 5–10 year horizon.

3. Economic Assessment: Evaluate economic indicators including employment by industry sector; assess industry clusters important to Madison County; identify economic drivers and constraints specific to Madison County.

4. Anticipated Economic Changes: Conduct SWOT analysis; forecast economic impacts of regional developments; identify target sectors for growth.

5. Strategic Framework Development: Develop a strategic framework linking the County's vision to specific objectives; ensure findings are actionable and aligned with strategic priorities.

6. Deliverables: Comprehensive written report including updated demographic profiles, economic forecasts, recommendations across various focus areas, an evaluation of current organizational structure, an implementation matrix, an executive summary suitable for public distribution, and a presentation of findings.

Bidder Requirements
Proposals must demonstrate experience in economic and demographic analysis within New York State or similar rural/small metro regions; include a staffing plan with biographies of key personnel; provide a proposed timeline for completion; include a cost proposal detailing professional fees and reimbursable expenses; provide at least three references from comparable past projects.
