Background
The Erie County Sheriff’s Office (ECSO) is seeking proposals from qualified vendors to provide an Electronic Logging, Inmate Location, Inventory and Asset Management System for the Erie County Correctional Facility and Erie County Holding Center.
The goal of this project is to transition from a paper-based recordkeeping system to a Radio Frequency Identification (RFID)-based electronic system that enhances operational efficiency, improves accountability, and ensures real-time tracking and documentation across all ECSO-managed facilities.
Work Details
The selected vendor will provide all necessary hardware, equipment, supplies, and software to establish an RFID-based system for:
1. Real-time logging of day-to-day activities, special watches, emergencies, inspections, out-of-cell time, program participation.
2. Tracking inmate location and movement.
3. Managing and tracking inventory, equipment, supplies, and assets.
4. Documenting and routing requests, repair orders, grievances, incident reports, and case management.
The system must integrate with Black Creek® Sallyport Jail Management System and include functionalities such as customizable checklists/forms, professional visit tracking module, inmate movement tracking with alerts for conflicts, electronic logging of events with narrative entry options, incident reporting systems including disciplinary actions and grievances compliant with NYS standards.
Period of Performance
The contract will be performed over a period of five (5) years with the option to extend for up to two (2) additional one-year periods at the same terms and pricing.
Place of Performance
The services will be performed at the following locations:
- Erie County Correctional Facility located at 11581 Walden Avenue, Alden NY 14004;
- Erie County Holding Center at 40 Delaware Avenue, Buffalo NY 14202;
- Secure detention area at Erie County Medical Center at 462 Grider Street, Buffalo NY 14215;
- ECSO Transportation Unit.
Bidder Requirements
Vendors must demonstrate a minimum of five (5) years of experience providing similar services to correctional facilities of equal or greater size and complexity.
They must provide current contact information for at least three (3) references from correctional facilities that currently use the proposed products/services.
Vendors are encouraged to include Certified Minority and Women-Owned Business Enterprises (M/WBE) to meet Erie County’s goals of 15% Minority-Owned Business Enterprise (MBE) and 5% Women-Owned Business Enterprise (WBE).
Proof of certification under New York State Service-Disabled Veteran-Owned Business Act must also be included if applicable.
