Background
The County of Erie, New York, is seeking proposals from qualified agencies to provide After Hour Detention Programs. The Erie County Department of Social Services (ECDSS) utilizes a Solutions Focused Principles-Trauma Informed Care framework and incorporates Diversity, Equity, and Inclusion (DEI) principles into its practices. The goal is to engage youth in need and provide effective assistance and services that promote positive youth development and address juvenile delinquency prevention.
Work Details
The contract involves providing after hour youth detention programming at the Erie County Secure and Specialized Secure Detention Facility (ECSSSD). Services should target detained youth aged 11-19 and focus on the following areas:
- Emotional Intelligence training
- Entrepreneurship and job skill development
- Re-entry skills development
- Parenting/personal development
Programming is expected to run for 2-3 hours, two to three days per week during specified hours: Monday through Friday from 3:30 PM - 8 PM, and Saturday and Sunday from 10 AM - 8 PM. Each session should accommodate no more than 16 residents, with facility personnel present for safety.
Period of Performance
The contract will commence on January 1, 2027, with funding potentially available for the year 2027. The award is subject to annual renewal based on performance and funding availability.

Erie County Secure and Specialized Secure Detention Facility (ECSSSD), located at 810 East Ferry Street, Buffalo NY 14211.
Bidder Requirements
Proposers must be certified as a Minority/Women Business Enterprise (M/WBE) or Service-Disabled Veteran Owned Business (SDVOB) if applicable. Proposals must include proof of 501(c)(3) status, references from similar work if not currently contracted with ECDSS, signed fiscal forms, budget forms, recent audit reports prepared by an independent CPA, management letters, and a listing of officers and board of directors. Proposers must also comply with Executive Order 13 regarding equal pay certification.
