Background
The Long Island Power Authority (LIPA) is issuing a Request for Proposals (RFP) for Public Affairs Consulting Services. LIPA's mission is to provide reliable and affordable electric service to its customers while promoting the use of renewable energy and energy efficiency.

The goal of this contract is to engage a consultant who can enhance LIPA's public affairs strategies, improve community relations, and effectively communicate its initiatives to stakeholders.

Work Details
The contractor will be responsible for providing the following services:
1. Development and execution of public affairs strategies that align with LIPA's mission.
2. Management of media relations, including drafting press releases, responding to media inquiries, and organizing press events.
3. Creation of communication materials such as newsletters, brochures, and digital content to inform stakeholders about LIPA's programs and initiatives.
4. Conducting outreach efforts to engage with community organizations, local governments, and other stakeholders.
5. Providing strategic advice on public policy issues affecting LIPA and its operations.

Period of Performance
The contract will be effective for a period of three years from the date of award, with options for renewal based on performance and funding availability.

Place of Performance
Services will primarily be performed at the contractor's location but may require travel within the Long Island region for community engagement activities.

Bidder Requirements
Bidders must demonstrate experience in public affairs consulting, particularly in utility or energy sectors. Additionally, bidders must comply with New York State Executive Law Article 15-A regarding Minority and Women-Owned Business Enterprises (M/WBE) participation goals set at 0% for both MBE and WBE subcontracting.
