Description
Background
The State of New Hampshire Education Department’s Bureau of School Finance (BSF) is seeking information from vendors with experience in systems for collecting, storing, and publishing school finance data. This initiative aims to assist in preparing a Request for Proposal (RFP) to upgrade and replace the current system used for school finance data collection, which has been in place for 25 years. The goal is to identify potential solutions, estimate costs, and assess implementation requirements that facilitate adoption by New Hampshire school districts.
Work Details
The RFI seeks solutions to improve the current school finance data collection process, which involves an annual submission of the DOE25 excel spreadsheet by public school districts and charter schools. The envisioned system should address deficiencies such as manual entry errors, coding inconsistencies, accounting errors, lack of granularity in rolled-up data, and inability to interface with other NHED data.
Key functional and technical elements required include:
- Architecture: User access levels, testing/training/production databases.
- Features: Bi-directional workflow, notification systems, flexible submission files.
- Reporting: Maintain current reporting levels while enhancing federal reporting processes.
- Validation: Against predefined accounting rules and external datasets.
- User Experience: Reliable data processing that is intuitive and easy to use.
- Data Analysis Tools: Dashboards for comparisons and historical queries.
- Data Integration: Ability to link with other NHED systems and align with financial software.
- Data Crosswalk: Solutions for districts unable to adopt a Uniform Chart of Accounts (UCOA).
- Implementation Tools: Support for districts converting to UCOA.
Period of Performance
Responses to this RFI are requested by March 13, 2026. The timeline for implementation will be determined based on the responses received.
Place of Performance
The contract will be performed within the State of New Hampshire.
Bidder Requirements
Vendors are expected to demonstrate expertise in one or more components of a school finance data system including data collection, warehousing, or publishing. Firms must outline their capabilities regarding the proposed solution's compatibility with existing NHED systems and their approach to data security and privacy.
