Integrated Utility Software Solution

Background
The City of Rocky Mount’s Energy Resource Department is seeking proposals from qualified software vendors to provide a comprehensive, integrated software solution to support Electrical Distribution Engineering, GIS, and Utility Operations.

The goal is to upgrade from the current ESRI ArcMap platform to a modern solution while retaining existing capabilities. The selected vendor will enhance operational efficiency, support mobile field access, integrate with existing infrastructure, and align with the City’s long-term digital transformation goals.

Work Details
The contract includes the following services and deliverables:
1. Engineering and Staking Package: Tools for electrical distribution staking including conductor sizing, job cost estimation, detailed system coordination studies, fault current calculations, and load flow analysis.
2. Mobile Field Access: Real-time and offline access for field crews with sketching, measuring, navigation, GPS integration.
3. Outage and Ticket Management: Basic OMS with manual fault location and upstream/downstream tracing.
4. GIS and Mapping Capabilities: Support for ArcGIS Pro and database conversion from ArcMap with advanced mapping tools.
5. System Integration: Integration with AMI metering, SCADA systems, and billing systems.
6. Hosted IVR System: A fully hosted Interactive Voice Response system with features like caller ID and voice recognition.
7. Training and Support: Comprehensive training documentation, technical support, and cybersecurity compliance.

Period of Performance
The contract term is from March 1, 2026 to February 28, 2029.

Place of Performance
The services will be performed in Rocky Mount, North Carolina.

Bidder Requirements
Vendors must have the proper licenses as required under North Carolina laws. They are also required to comply with minority business participation goals of 10% and demonstrate good faith efforts in soliciting minority proposals.
