Building and Grounds Maintenance

Background
The City of Charlotte, North Carolina, is issuing this Request for Proposals (RFP) for Building and Grounds Maintenance to identify a contractor that can effectively meet the city's needs for maintaining city-owned properties. The goal of this contract is to ensure that the grounds of various city properties are well-maintained, enhancing the aesthetic and functional quality of these public spaces.

Work Details
The Contractor shall provide all labor, equipment, supplies, and materials required for grounds maintenance services at two districts: Center City East and Central District. The specific tasks include:

- For the eight (8) properties in the Center City East District:
- Grounds maintenance
- Turf maintenance
- Shrub maintenance
- Groundcover maintenance
- Perennial maintenance
- Trash and debris removal
- Storm debris pickup
- Limited tree maintenance.

- For the thirteen (13) properties in the Central District:
- Grounds maintenance
- Turf maintenance
- Shrub maintenance
- Groundcover maintenance
- Perennial maintenance
- Trash and debris removal
- Storm debris pickup
- Irrigation operation, maintenance, and repair
- Annual flower bed design, installation, and maintenance.
Contractors may bid on either or both locations but must bid on all properties within a given district. The city may award contracts to a single contractor or multiple contractors across districts.

Period of Performance
The contract will commence upon award and will continue as specified in the final agreement. Proposals are due by November 12, 2025.

Place of Performance
The services will be performed at various city-owned properties located within the Center City East District and Central District of Charlotte, North Carolina.

Bidder Requirements
Contractors must comply with applicable laws regulating landscape contracting and pesticide applications. At least one full-time employee with required licenses must be maintained throughout the contract term. Additionally, contractors must demonstrate that their equipment is in good working condition and suitable for performing the required work.
