Description

Background
The City of Durham, through its Department of Water Management, is seeking Statements of Qualifications (SOQs) for professional engineering services related to upgrades at the Brown Water Treatment Plant (WTP). The WTP is responsible for producing an average of 24 million gallons per day (MGD) of water and has a permitted capacity of 42 MGD. Future expansions are anticipated to reach 66 MGD. The contract aims to address hydraulic limitations in the existing wastewater discharge system to prevent sewer overflows as filtrate production increases.

Work Details
The selected consultant will provide Preliminary Engineering services that include: assessing the current WTP conveyance and discharge systems; identifying and evaluating alternatives for improved piping and discharge options; developing construction cost estimates. Specific tasks include: reviewing historical operational data, field data collection, estimating average and peak discharge from lagoon decant pumps and the filtrate pump station; evaluating existing systems to propose alternatives that mitigate risks of gravity sewer overflows.

Deliverables include a technical memorandum documenting evaluation results, alternatives evaluated, recommended improvements, required permits, easements, approvals, and a construction cost estimate. Future contract amendments may involve detailed design and permitting of selected alternatives, bidding assistance services, and construction-related services.

Period of Performance
The contract is expected to commence upon selection and will continue through the completion of the engineering services as outlined in the scope of work. Specific timelines for deliverables will be established in coordination with the City.

Place of Performance
The work will primarily take place at the Brown Water Treatment Plant located at 1615 Infinity Road, Durham, NC 27712.
