Aluminum Box Culvert with Structural Plate Headwalls Invitation for Bids

Background
The North Carolina Department of Transportation (NCDOT) is issuing this Invitation for Bids (IFB) to obtain pricing for the provision, delivery, and assembly of Aluminum Box Culverts with Aluminum Structural Plate Headwalls. This initiative aims to replace existing structures that are in poor condition, specifically for Robeson Bridge Maintenance. The contract is intended as an Agency Specific Contract for a one-time purchase.

Work Details
The contractor will be responsible for supplying and assembling 1 unit of a 45 LF - 25-4" span x 8-6" rise aluminum box culvert with a fully welded aluminum invert at 92° to a 54.0" wide x 12.5" high aluminum structural plate headwall. This headwall will include two 4.5" wing walls with elbows on the inlet end and another similar headwall on the outlet end. The bid includes one roll of Tensar TX geogrid or equivalent. All materials must conform to NCDOT's 2024 Standard Specifications for Roads and Structures. Additionally, all structures must be inspected, approved, and stamped by an NCDOT Materials & Test inspector. The vendor must provide all necessary hardware and materials required to complete the project, including but not limited to wale beams, caps, gaskets, tieback rods, anchors, lugs, inserts, turnbuckles, etc.

Period of Performance
The contract work is expected to be completed within thirty (30) consecutive calendar days after receipt of the purchase order. Assembly must be completed within two (2) working days at the job site.

Place of Performance
The delivery location is specified as Robeson Bridge Maintenance at 991 NC 711 Hwy, Lumberton, NC 28359.

Bidder Requirements
Vendors must be registered in good standing with North Carolina's Electronic Vendor Portal (eVP). They are required to submit bids electronically through eVP. Vendors must comply with HUB participation goals by meeting or exceeding a goal of 10% utilization of diverse firms as subcontractors. Additionally, vendors must provide evidence of authorization from the manufacturer to distribute or resell the products offered.
