REQUEST FOR PROPOSAL (RFP) STATE PURCHASE-FY25-0179-SL: FIFA World Cup Lodging

Background
The Missouri State Highway Patrol (MSHP) is issuing this Request for Proposal (RFP) to secure lodging for its personnel during the FIFA World Cup tournament, which will take place from June 10, 2026, to July 19, 2026. The MSHP has committed a minimum of 100 patrol personnel to assist with security during the event and requires adequate lodging facilities to accommodate these personnel. The goal of this contract is to ensure that MSHP personnel have suitable accommodations during the tournament period.

Work Details
The contractor must provide lodging accommodations for a minimum of 114 patrol personnel from June 14, 2026, through July 12, 2026, with an option for day-to-day accommodations from June 10, 2026, through July 20, 2026. The lodging facility must be located within twenty nautical miles of Arrowhead Stadium in Kansas City, Missouri. Specific requirements include:

- A minimum of 57 double occupancy guest rooms for two same-sex patrol personnel per room.
- Adequate bathing and restroom facilities for at least 114 personnel.
- Separate facilities for men and women.
- On-site laundry facilities with at least four washing machines and four dryers.
- Access to at least one regular-sized refrigerator and freezer.
- A minimum of 120 parking spaces for vehicles and additional space for larger vehicles like buses and command trucks.
- Heating, Ventilation, and Air Conditioning (HVAC) systems operational throughout the stay.
- A fitness center accessible to patrol personnel.

Additionally, the contractor may provide continental breakfast but is not required to provide lunch or dinner.

Period of Performance
The contract period will be effective from February 20, 2025, through August 31, 2026.

Place of Performance
The lodging services will be performed at a facility located within the State of Missouri and within twenty nautical miles of Arrowhead Stadium in Kansas City.
