Background
The City of Minneapolis Neighborhood Safety Department is issuing this Request for Proposals (RFP) to seek qualified responders to provide technical assistance for the implementation of the Cure Violence model.

The goal is to support community organizations in delivering effective violence interruption strategies, focusing on data collection, training, and community engagement to address and mitigate violence in high-risk neighborhoods. This initiative aims to develop sustainable, evidence-based interventions that effectively respond to community needs.

Work Details
The selected responder will be responsible for the following tasks:
1. Demonstrate a comprehensive understanding of the Cure Violence model and its implementation.
2. Develop and deliver targeted training programs for violence interruption techniques.
3. Engage community members and stakeholders effectively in violence prevention efforts and promote nonviolent solutions.
4. Conduct training sessions for outreach staff and provide ongoing coaching for proper model implementation.
5. Deliver Violence Interruption and Reduction Training (VIRT) for outreach workers, emphasizing roles, relationship building, and conflict resolution.
6. Provide management training for site supervisors and program managers focusing on skills for overseeing health intervention programs.
7. Develop strategies to engage law enforcement for timely crime data and establish a web-based database for program activities.
8. Collect, analyze, and report data to identify hotspots and evaluate program effectiveness.
9. Conduct daily briefings to assess efforts and inform intervention strategies.
10. Monitor program implementation through regular calls, support teams, and monthly data reports.
11. Prepare quarterly reports analyzing official data on violent incidents to assess program impact.

Period of Performance
The estimated services start date is April 1, 2025, with an estimated end date of March 31, 2028.

Place of Performance
The contract will be performed in high-risk neighborhoods within Minneapolis.
