Lawn Care Services - Penobscot Judicial Center

Background
The Maine Judicial Branch (MJB) is seeking lawn care services for the Penobscot Judicial Center, located at 78 Exchange Street, Bangor, ME. The goal of this contract is to maintain the grounds of the facility through comprehensive lawn care services, ensuring a clean and well-kept environment.

This RFP outlines the requirements for submitting proposals and the criteria for selecting the awarded Bidder.

Work Details
The work includes performing lawn maintenance services such as:
1. **Mowing, Edging, and Trimming**: Weekly mowing of all turf areas with specific height adjustments per season. All clippings must be collected and disposed of off-site.
2. **Edging**: Use of power edgers along tree rings, plant beds, sidewalks, and other surfaces to maintain a neat appearance.
3. **Trash Cleanup**: Immediate removal of clippings from walkways and disposal of trash before mowing.
4. **Spring/Fall Clean Up**: Seasonal clean-ups involving debris removal, raking leaves, and preparing flower beds for winter.
5. **Reseeding**: Reestablishing lawn in areas where turf loss has occurred.
6. **Landscape Plant Maintenance**: Includes pruning shrubs and trees, watering trees throughout the growing season, mulching annually with dark mulch, and maintaining flower beds.
7. **Optional Services**: Replacement of annual flowers on a per-job basis as needed.

Period of Performance
The initial period of performance is from April 30, 2026 to April 29, 2027. There are options for two renewal periods lasting two years each.

The services will be performed at the Penobscot Judicial Center located at 78 Exchange Street, Bangor, ME.

Bidder Requirements
Bidders must carry liability insurance and workers' compensation coverage as required by law. They must also obtain any necessary licenses or permits for activities on the property.

Bidders are required to disclose any conflicts of interest and must not be debarred or suspended from government contracts.
