Background
The Town of Kensington, Maryland, is seeking proposals from qualified traffic engineers to conduct a comprehensive Parking Analysis and Management Study. The Town aims to evaluate existing parking conditions, analyze current policies and enforcement practices, and provide actionable recommendations for improving parking management for both on-street and off-street spaces. This initiative is part of the Town's efforts to balance business vitality with the preservation of residential quality of life through innovative and sustainable parking strategies. The project is guided by a Parking Task Force focused on addressing parking conflicts and challenges in the community.
Work Details
The selected consultant will perform the following tasks:
1) Existing Conditions Assessment, including a comprehensive inventory of all parking facilities, mapping on-street public parking spaces, documenting off-street lots, categorizing spaces by type/designation, and conducting a supply and demand analysis.
2) Parking Policy and Regulation Review, which involves evaluating current regulations in commercial areas, assessing time limits for demand management, conducting signage audits, and recommending optimization strategies.
3) Parking Management Solutions that enhance turnover and utilization through strategies like optimizing time limits and exploring mobile payment systems.
4) Public Engagement and Stakeholder Input involving community meetings, surveys, and stakeholder focus groups to gather feedback.
5) Recommendations and Implementation Plan that includes actionable policy recommendations with projected cost estimates and a phased implementation roadmap.
Period of Performance
The selected bidder should be prepared to begin work within 20 days of Notice to Proceed. The project timeline will be determined between the Consultant and the Town.
Place of Performance
The services will be performed within the Town of Kensington, Maryland.
Bidder Requirements
Proposers must have a professional engineering license in Maryland. They are required to provide three references for relevant projects completed within the last seven years. Additionally, proposers must maintain comprehensive general liability insurance with specific coverage limits as outlined in the RFP.
