RFP KCDC #26-09 - Kent County Detention Center Food Catering and Cafeteria Services

Background
The County Commissioners of Kent County, Maryland, are soliciting proposals from qualified vendors to provide food catering and cafeteria services for incarcerated individuals at the Kent County Detention Center (KCDC), located at 104A Vickers Drive, Chestertown, Maryland.
The resulting contract is anticipated to be for a five (5)-year term, effective from July 1, 2026, to June 30, 2031.

Work Details
The contractor will provide food catering and cafeteria services including:
- Preparation and serving of 2 hot meals (lunch and dinner) and 1 cold meal (breakfast) daily, ensuring compliance with nutritional standards set by the Maryland Commission of Correctional Standards.
- Meals must provide no less than an average of 3,000 calories per day and be approved by a Registered Dietician.
- All meals must be served at appropriate temperatures (140°F for hot foods, 45°F for cold foods) and visually appealing.
- A four-week menu with nutritional analysis must be submitted with the proposal.
- The contractor is responsible for all consumable supplies and food products required for meal preparation and service operations.
- Routine cleaning and sanitation of food preparation areas must comply with health department regulations.
- Special dietary needs must be accommodated without additional costs.
- The contractor must provide catered meals for special events with prior notice.

Period of Performance
The contract will be effective from July 1, 2026, to June 30, 2031.

Place of Performance
Kent County Detention Center (KCDC), located at 104A Vickers Drive, Chestertown, Maryland.

Bidder Requirements
Bidders must have a criminal background investigation completed for all employees working in the KCDC.
They are required to secure all necessary federal, state, and local licenses for food service operations.
Bidders should also submit evidence of experience in similar projects along with references.
