Background
The Maryland Aviation Administration (MDOT MAA) is responsible for the operation and maintenance of the Baltimore/Washington International Thurgood Marshall Airport (BWI) and Martin State Airport (MTN).
The goal of this contract is to provide comprehensive cleaning and inspection services for existing oil/water separators (OWS) and related treatment structures to ensure compliance with environmental regulations and operational efficiency.
Work Details
The Contractor shall provide all necessary labor, supervision, materials, equipment, containers, insurance, and expertise to perform operations involved in cleaning and inspecting existing oil/water separators (OWS) and additional treatment structures at BWI and MTN Airports. This includes:
- Cleaning of oil/water separators, hydraulic lift pits, stormwater sumps, oil water interceptors, Stormfilters™, and Stormceptors™.
- Testing and disposal of all wastes removed from these structures.
- Compliance with federal, state, and local laws regarding waste disposal.
- The contractor must have the capability to pump out a single 30,000-gallon capacity OWS within an 8-hour shift.
- All personnel must be trained in confined space entry and safety protocols.
Period of Performance
The contract will be in effect for a period of five (5) years beginning with the Notice to Proceed.
Place of Performance
Services will be performed at Baltimore/Washington International Thurgood Marshall Airport (BWI) and Martin State Airport (MTN), Maryland.
Bidder Requirements
Bidders must be certified small business vendors under the Small Business Reserve Procurement program. The contractor must have at least five years of experience in cleaning oil/water separators. A Bid Bond of 5% is required for bids over $100,000.
A Performance Bond at 100% of the total contract price is required from the successful bidder. An MBE participation goal of 12% has been established for this procurement.
