Tyngsborough Wellfield WTP PFAS Expansion

Background
The Dracut Water Supply District (DWSD) in Dracut, Massachusetts, is issuing a solicitation for the construction of the Tyngsborough Wellfield Water Treatment Plant (WTP) PFAS Expansion. This project aims to enhance water treatment capabilities in response to PFAS contamination, aligning with the agency's mission to ensure a safe and reliable water supply for the community.

Work Details
The contract involves the following major items:

1. Construction of a new 2.65 MGD PFAS WTP housing PFAS filter vessels at the Tyngsborough Wellfield WTP site located at 166 Frost Road, Tyngsborough, MA. The new building will be approximately 4,100 square feet and constructed with masonry walls, wood roof trusses, an asphalt shingle roof, and block veneer. It will include process systems, HVAC, plumbing, electrical work, instrumentation, and SCADA systems.

2. Installation of modified and new site piping along with site work for drainage, water, sewer, gas, electrical connections and all civil surface finishes.

3. Integration of the new PFAS WTP building with existing facilities at both sites involving piping adjustments, masonry work, chemical feed systems, electrical connections and SCADA integration along with all associated appurtenances.

4. Add Alternate No. 1 includes replacement of existing booster pumps, motors, VFDs (Variable Frequency Drives), wiring and associated piping work at Lakeview Ave Pump Station.

Period of Performance
The work is expected to be substantially completed within 600 calendar days from the date of the Notice to Proceed and fully completed within 660 calendar days from the same date.

Place of Performance
The contract will be performed at the Tyngsborough Wellfield WTP site located at 166 Frost Road, Tyngsborough, MA.

Bidder Requirements
Bids will only be accepted from contractors prequalified by the Dracut Water Supply District as per Massachusetts General Laws Chapter 149. Bidders must submit a certificate of eligibility issued by the Division of Capital Asset Management and Maintenance (DCAMM) for projects of this nature. Additionally, bidders must comply with minimum wage rates as determined by Massachusetts law and federal Davis-Bacon Act requirements.
