Background
The Massachusetts Port Authority (MPA) is issuing this contract for the upgrade of remote monitoring capabilities for pumps and outfalls located across the Logan International Airport campus in East Boston, Massachusetts.
The goal of this contract is to enhance the monitoring of maintenance requirements and provide early warnings for potential issues through advanced data collection.
Work Details
The contract involves upgrading 50 pumps and outfalls with remote monitoring capabilities.
The remote monitoring system will measure on/off status, high water levels, flow, and other relevant data. Each pump and outfall will be connected to Remote Terminal Units (RTUs) that will link to the MPA's MOA network via conduits or cellular networks.
The contractor will also carry an allowance for ALC, the MPA's term communications contractor, who will provide specific materials for installation. Responsibilities include installing materials adjacent to pumps, performing power connections, running conduit and wiring, and ensuring successful commissioning of the system, which will be subcontracted to an external commissioning agent.
Additionally, there are three add alternates: 1) Tower Pump Station (1 pump), 2) Utility Tunnels Sump Pumps (5 pumps), and 3) Terminal E Utility Space Pumps (8 pumps). Bidding materials must clearly delineate base values for priority sites and pricing for add alternates.
Period of Performance
The contract performance period is expected to commence upon award and continue until project completion. The deadline for electronic bids is set for February 25, 2026.
Place of Performance
The work will be performed at various locations throughout Logan International Airport, including landside and airside areas, utility areas, tunnels, parking garages, and offsite buildings.
Bidder Requirements
Bidders must submit a current Certificate of Eligibility issued by the Division of Capital Asset Management and Maintenance along with an Update Statement.
Bidders must be certified in the category of Electrical. A proposal guaranty consisting of a bid deposit equal to 5% of the bid value is required. Successful bidders must furnish a performance bond and a labor/materials payment bond equal to 100% of the contract price.
Insurance requirements include Bodily Injury Liability Insurance, Auto Liability Insurance, and Property Damage Liability Insurance with a combined single limit of $10 million.
