Description
Background
The Massachusetts Center for Employee Ownership (MassCEO), part of the Massachusetts Office of Business Development (MOBD) under the Executive Office of Economic Development (EOED), aims to promote and support employee-owned businesses in the Commonwealth. This procurement seeks to create a list of approved vendors with expertise in providing technical assistance for businesses considering conversion to an Employee Ownership (EO) model, such as Employee Stock Ownership Plans (ESOPs) and Worker Cooperatives.
The initiative includes a pilot stipend program to offset costs associated with feasibility studies and business valuations, encouraging more businesses to adopt EO models.
Work Details
Vendors will provide technical assistance services including feasibility studies, business valuations, and related consulting services for businesses exploring conversion to an employee ownership model. Preference will be given to bidders with a strong history in these areas, particularly those who can offer a breadth of services rather than niche offerings.
The pilot stipend program is designed to support clients seeking reimbursement for eligible services from approved vendors.
Period of Performance
The contract will have an initial duration of one year and four months, expiring on June 30, 2027, with options for two additional one-year renewals. This could potentially extend the total contract duration until June 30, 2029.
Place of Performance
Services will be performed within the Commonwealth of Massachusetts.
Bidder Requirements
Bidders must demonstrate experience in providing technical assistance related to employee ownership conversions. They are required to submit various certificates including the MA Secretary of State Certificate of Good Standing and compliance certificates from the MA Department of Revenue and Unemployment Assistance.
Additionally, bidders must propose a Supplier Diversity Plan (SDP) committing at least 1% of contract sales to certified diverse businesses.
