Bridge rehabilitation

Background
The Town of Charlemont (TOC) is issuing an Invitation for Bids (IFB) for a bridge preservation project on bridge no. C-05-027, located on South River Road over Albee Brook. The project aims to address the poor condition of the bridge deck and superstructure, ensuring safety and compliance with Massachusetts Department of Transportation standards.

Work Details
The scope of work includes the removal and replacement of the existing bridge deck, exterior beams, reinforced concrete safety curbs, installation of steel thrie beam bridge railing and approach guard rail, repairs to existing abutments and wingwalls, and paving the bridge and approaches. The project must adhere to the 2025 Massachusetts Department of Transportation Highway Division Standard Specifications for Highways and Bridges. The work will be performed under prevailing wage rates as per MGL Chapter 149, Sections 26-27f.

Specific tasks include:
- Partial demolition of superstructure
- Earth excavation
- Reinforced concrete substructure excavation
- Fine grading and compacting
- Installation of asphalt emulsion for tack coat
- Superpave surface course installation
- Installation of granite transition curb for pedestrian ramps
- Guardrail installation
- Sediment control barrier installation
- Traffic management measures including portable changeable message signs and barricades.

Period of Performance
The contract is expected to commence upon execution and must be completed by June 30, 2025.

Place of Performance
The work will be performed at the South River Road Bridge over Albee Brook in Charlemont, Massachusetts.

Bidder Requirements
Bidders must be prequalified contractors with MassDOT in the requisite class of work. A bid bond of 5% is required along with a Labor and Materials Payment Bond of 50%. Bidders are encouraged to partner with Minority/Women/Disabled Owned Business Enterprises (M/W/D/BE). All contractors must have OSHA certification for their employees. Insurance requirements include coverage for workers' compensation, liability insurance with specified limits, and pollution liability insurance.
