IDNR - World Shooting Complex 20x40 Unit Lease - Building 4- Space 403

Background
The Illinois Department of Natural Resources (IDNR) operates the World Shooting and Recreational Complex (WSRC), a premier shooting event venue located near Sparta, Illinois. The complex features various shooting facilities and is the site for significant events such as the Amateur Trapshooting Association Grand Championship. IDNR is seeking bids for the lease of one (1) 20x40 unit in Building 4 - Space 403, which is situated along the trap course at WSRC.

Work Details
The lease includes the following terms:
- The Vendor will lease a 20x40 unit in Building 4 - Space 403 for the sale of goods, merchandise, and/or services at the Complex.
- The Vendor has the right to determine their days and hours of operation, which must be posted visibly.
- IDNR reserves the right to enter the premises for inspection during normal business hours.
- The Vendor must maintain cleanliness and orderliness in their operations and ensure compliance with all applicable laws.
- The Vendor is responsible for all equipment needed for their business operations.
- Utilities such as water, sewer, electric, telephone, and high-speed internet will be provided by IDNR without charge; however, all other utility services are the Vendor's responsibility.
- The Vendor must keep the premises sanitary and comply with health regulations.
- The lease prohibits subcontracting and requires that all services be performed within the United States.

Period of Performance
The contract will commence upon final execution and will end on December 31, 2030. The total term of the contract cannot exceed ten years.

Place of Performance
The services will be performed at World Shooting & Recreation Complex, Building 4, Space 403, located at 1 Main Event Lane, Sparta, IL 62286.

Bidder Requirements
Bidders must have an active State of Illinois Vendor Registration Number to submit a bid. They are required to comply with various certifications including but not limited to Illinois Standard Certifications and Public Contracts Number from the Department of Human Rights if applicable. Additionally, bidders must not have any outstanding debts to the State and must adhere to all applicable laws regarding employment practices.
