Background
The Iowa Department of Human Services is issuing this Request for Proposal (RFP) for dental services at the State Training School (STS) located in Eldora, Iowa. The STS aims to provide a structured treatment setting for males aged 12 to 18 who have been adjudicated delinquent, ensuring their rehabilitation while maintaining public safety. The goal of this contract is to provide comprehensive dental care, including oral exams and treatments, to the students at the facility.
Work Details
The contractor will provide professional dental services that include:
1) Oral examinations and treatment;
2) Preventative services;
3) Tooth extractions as needed.
The contractor must be a state-licensed dental care provider and comply with all relevant regulations, providing proof of licensure and insurance. Additionally, the contractor is responsible for providing a dental assistant if necessary, ensuring availability for emergency services after normal office hours and on weekends, and covering deliverables during absences due to vacation or illness. Services will be provided on-site at the Arlene Dayhoff Education Complex clinic with a minimum of three visits per month, not exceeding four visits. Each visit will last up to eight hours, scheduled by the contract manager. The contractor must maintain an inventory of supplies and equipment issued by the STS and ensure proper sanitization and storage.
Period of Performance
The initial contract term is two years, with options to extend for two additional two-year terms at the Agency's discretion. The anticipated start date for service provision is March 2, 2026.

Services will be performed on-site at the Arlene Dayhoff Education Complex clinic within the State Training School in Eldora, Iowa.
Bidder Requirements
Bidders must be state-licensed dental care providers and comply with all applicable federal and state laws regarding the Prison Rape Elimination Act (PREA). Bidders are required to submit a detailed proposal that includes their approach to meeting deliverables outlined in the RFP. They must also provide evidence of their experience in similar services over the past 24 months, letters of reference from previous clients, and details regarding any subcontractors they plan to use.
