Scan, Duplicate, and Distribute Construction Bids for HIDOE

Background
The Hawaii State Department of Education (HIDOE) is seeking bids for the scanning, duplication, and distribution of construction bids, including drawings, specifications, and addenda. The goal of this contract is to ensure that all construction-related documents are properly digitized and made accessible to various stakeholders within the education system in Hawaii.

Work Details
The contractor will be responsible for the following services:

1. Scanning construction bid drawings and specifications into PDF format.
- Large format drawings (greater than 11 inches by 17 inches) will be scanned at a rate of 5,000 square feet.
- Small format specifications (11 inches by 17 inches or smaller) will be scanned at a rate of 5,000 pages.

2. Printing hard copies of construction bids from original documents or electronic formats on recycled paper with specific recycled content requirements.

3. Delivery of both electronic and hard copy documents to designated locations including various schools and offices within the HIDOE.

4. Creation and duplication of CDs or DVDs containing scanned documents with specific turnaround times based on service level agreements (e.g., one-day service, two-day service).

5. Quality control measures must be implemented to ensure that all products meet specified standards before delivery.

Period of Performance
The contract will commence on June 01, 2026, and will end on May 31, 2027. There is an option to extend the contract for up to four additional twelve-month periods upon mutual agreement.

Place of Performance
The services will primarily be performed on the island of Oahu, Hawaii, with deliveries made to various HIDOE locations including Queen Liliuokalani Facilities Campus and other designated offices.

Bidder Requirements
Offerors must have an office located on Oahu and maintain an active facility equipped for timely coordination and distribution of construction bid documents. They must also have at least three years of experience in similar services within Hawaii. Additionally, offerors are required to provide proof of compliance with state tax laws and possess necessary liability insurance.
