Background
The Office of Hawaiian Affairs (OHA) is a semi-autonomous public agency of the State of Hawai‘i, established to address historical injustices and promote the rights of Native Hawaiians. The OHA's mission is to protect Hawai‘i's people and environmental resources while enhancing the lifestyle and entitlements of Native Hawaiians.

This Request for Proposals (RFP) seeks to engage a qualified firm to design and develop a workplan over the next one and a half years to address the outcomes of resolution HCR32, which involves consulting with state agencies and Native Hawaiian communities regarding cultural appropriateness.

Work Details
The selected firm will be responsible for designing and developing a comprehensive workplan that includes:

1. Conducting consultations with relevant state agencies and Native Hawaiian communities.
2. Determining the scope of Native Hawaiian cultural appropriateness as requested by resolution HCR32.
3. Preparing reports to be submitted prior to the 2025 and 2027 legislative sessions.

The project requires adherence to specific guidelines under HRS §103D-601 regarding cost principles, compliance with various state laws, and maintaining communication with OHA representatives throughout the project duration.

Period of Performance
The contract will commence in November 2024 and is expected to last for one and a half years, with potential extensions based on performance and ongoing needs.

Place of Performance
The services will primarily be performed in Honolulu, Hawai‘i, at the Office of Hawaiian Affairs located at 560 N. Nimitz Highway, Suite 200.
