Description

The Geographic Information Systems (GIS) Specialist is responsible for the development and management of the Critical Infrastructure Common Operating Picture (CI-COP) platform to ensure compatibility with Planning and Operations Branch and its statewide Critical Infrastructure Security and Resilience Program guidance and standards for GIS program design, development, data integration and integrity, map production, and visualization tooling. The incumbent will serve as coordinator for systematic collection, storage, sharing, and retrieval of relevant critical infrastructure data elements and data sharing agreement documentation; analytical tool integrations/utilization; and user/user hub management under the direction of the Chief, Planning and Operations. (see attached requirements for details).
Background
The contract is issued by the State of Hawaii, Department of Law Enforcement, specifically the Hawaii Office of Homeland Security (OHS), Planning and Operations Branch. The mission of this office is to enhance the security and resilience of critical infrastructure across the state.

The goal of this contract is to develop and manage the Critical Infrastructure – Common Operating Picture (CI-COP) platform, ensuring it aligns with statewide guidance and standards for GIS program design and data management.

Work Details
The GIS Specialist/Analyst will be responsible for:
1. Development and management of the CI-COP platform to ensure compatibility with Planning and Operations Branch standards.
2. Coordinating systematic collection, storage, sharing, and retrieval of critical infrastructure data elements.
3. Managing data sharing agreement documentation.
4. Integrating analytical tools and managing user hubs under the direction of the Chief, Planning and Operations.

Required experience includes: 3+ years in a similar role; expertise in enterprise GIS solutions leveraging ArcGIS technologies such as ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, ArcGIS Hub Premium, ArcGIS Experience Builder, ArcGIS Survey123, ArcGIS Field Maps, and ArcGIS Instant Apps; managing hosted feature services; knowledge of geospatial concepts; experience with software implementation patterns; administration for collaborations between ArcGIS platforms; familiarity with web technologies; project management skills; programming experience with Python, Javascript, Arcade, SQL; and Esri Certifications or GISP.

Period of Performance
The contract term is one year with a possibility of extension based on performance and funding availability.

Place of Performance
The work will be performed on the Island of Oahu.
