Enterprise Financial System

Background
The Department of Accounting and General Services (DAGS) of the State of Hawaii is issuing this Request for Proposals (RFP) to identify and engage a qualified Contractor with demonstrated experience implementing Enterprise Financial Systems (EFS) for state and local governments.

The State's existing financial management systems need modernization to keep pace with evolving demands of governance and public accountability. The goal is to provide a comprehensive SaaS Financial Management Solution that transforms, unifies, and modernizes financial operations across the State's Executive Branch.

Work Details
The selected OFFEROR will implement a public sector Enterprise Financial System (EFS) that integrates into an Enterprise Resource Planning system. Key components include:

1. A highly configurable SaaS Financial Management Solution that adheres to WCAG 2.1 or higher, ensuring compliance with state and federal regulations.
2. Implementation services including data migration from legacy systems, project management, and training programs.
3. Support services post-deployment that adapt to changing regulations.
4. Hosting services provided in a SaaS environment.

The project will be executed in three phases:
- Version 1: Core Accounting/Enterprise Enablers/Manage Source to Pay
- Version 2: Manage Finance
- Version 3: Integration to Manage Budget.

Period of Performance
The contract will have an initial term of five years, with two optional extensions of twelve months each, beginning from the Notice to Proceed.

Place of Performance
The contract will be performed in Hawaii, specifically at locations designated by the State as necessary for the implementation of the EFS.

Bidder Requirements
OFFERORS must submit a Letter of Intent and Non-Disclosure Agreement prior to proposal submission. They must demonstrate experience implementing similar solutions for U.S. state or local governments within the last five years, provide references for data migrations, and be certified implementation partners of proposed software vendors. Compliance with all applicable laws is required, including obtaining necessary certificates from various state agencies.
