RFQ Engineering Services for EDA proposal

Background
Warren County is seeking an engineering firm or individual engineer to provide engineering and design services for its application to the Economic Development Administration (EDA) grant. The goal of this contract is to assist with an infrastructure project that will be funded primarily through the EDA grant program, contingent upon funding approval. All activities must adhere to federal and state regulations, coordinated with the Chairman of the Warren County Board of Commissioners.

Work Details
The selected firm will be responsible for:

1. Preparation of final design, plans, and specifications.

2. Securing all necessary permits and clearances to comply with state and federal mandates, including engineering plans/drawings showing all dimensions to current standards.

3. Preparation of bid and contract documents, including advertising, bidding procedures, bidders conference, bid openings, and evaluations.

4. Post-award services such as securing construction firm certifications and reviewing specifications, warranties, operation manuals, and as-built drawings.

5. Construction services including supervision/administration of construction, review of payment requests, change orders, and coordination with the construction firm; periodic construction review (at least one visit per week).

6. Construction close-out, final inspection, project certification, and coordination with Warren County and the CSRA Regional Commission for periodic updates to satisfy EDA program requirements.

Period of Performance
The contract work is expected to commence upon award notification by June 16, 2025, with a requirement for a completed Preliminary Engineering Report by July 21, 2025.

Place of Performance
The work will be performed in Warren County, Georgia.

Bidder Requirements
Interested firms must be technically qualified and licensed to offer design and inspection services for projects funded at local, state, and federal levels. Proposals must include experience with EDA grants or similar projects; a brief history of the firm; key personnel qualifications; cost schedules; a professional services contract; and a proposed plan for project implementation.
