Description

Perform a leak detection survey and pinpointing project to cover approximately 125 miles of water distribution lines and all connected valves, hydrants, services, etc. At a minimum, the final report shall include the following items for each leak: location, size/type of facility, description, equipment used to find leak, estimated leak rate in gallons per minute (gpm), and a picture of the leak location. Each leak is to be clearly marked in the field, as well as documented in the report. It will not be necessary to pinpoint leaks on private lines; however, all leaks discovered on private service lines are to be reported to Dalton Utilities. Dalton Utilities will supply a field technician at all times to assist with locating mains, valves, services, and hydrants. Any pot holing required to gain access to the mains for the purpose of testing is the responsibility of the contractor.
Background
Dalton Utilities is issuing a Request for Proposal (RFP) for a leak detection survey and pinpointing project covering approximately 125 miles of water distribution lines, including all connected valves, hydrants, and services.
The goal of this contract is to identify and document leaks within the water distribution system to ensure efficient operation and maintenance.

Work Details
The contractor will perform a comprehensive leak detection survey that includes:
- Surveying approximately 125 miles of water distribution lines and associated infrastructure.
- Documenting each leak with details such as location, size/type of facility, description, equipment used for detection, estimated leak rate in gallons per minute (gpm), and photographic evidence of the leak location.
- Clearly marking each leak in the field and providing a detailed report.
- Reporting any leaks found on private service lines to Dalton Utilities.
- Providing a weekly progress report to the field technician detailing areas covered and potential leaks identified.
- Submitting a final report summarizing the project, including observations, individual leak data sheets with drawings and pictures, and a prioritization schedule grading leaks on a scale from 1 to 5.
- Attending a pre-project meeting at Dalton Utilities before commencing fieldwork.
- Any necessary pot holing for access to mains for testing will be the contractor's responsibility.

Period of Performance
The project must be completed within 60 calendar days from the notice to proceed and issuance of a purchase order.

Place of Performance
The work will be performed within the geographic area served by Dalton Utilities, specifically covering approximately 125 miles of water distribution lines.
