Gadsden County Housing Lead-Based Paint and or Asbestos Inspection Services

Background
The Gadsden County Board of County Commissioners is issuing a Request for Proposals (RFP) for Lead-Based Paint and Asbestos Inspection Services as part of their Housing Program (SHIP).
The program aims to assist extremely low- and moderate-income families by providing funding for housing rehabilitation projects.
This RFP is specifically intended to solicit licensed and insured contractors who can perform inspections on approximately five residential properties in Gadsden County, which will be rehabilitated using funds from the Small Cities Community Development Block Grant (CDBG) program.

Work Details
The selected contractor will provide inspection services for lead-based paint and asbestos in compliance with NESHAP (National Emission Standards for Hazardous Air Pollutants).
The scope of work includes:
1. Conducting inspections by licensed Lead-Based Paint and Asbestos Inspectors.
2. Preparing reports that detail any lead-based paint or asbestos-containing materials found within the interior or exterior of the properties.
3. If hazardous materials are identified, providing separate pricing for abatement services, including recommendations and clearance testing by Certified Abatement Contractors.
4. Ensuring all work is performed safely, protecting both individuals and surrounding properties during the inspection process.

Period of Performance
The contract will commence upon execution and will be effective for three consecutive years, with the possibility of two additional one-year extensions based on mutual agreement.

Place of Performance
The inspections will take place at approximately five residential properties located in Gadsden County, Florida.
