City of Stuart Pavement Maintenance Zone-3 Asphalt Mill/Overlay and Point Repairs Project

Background
The City of Stuart is issuing this bid to solicit qualified licensed general contractors for the construction of the City of Stuart Pavement Maintenance Zone-3 Asphalt Mill/Overlay and Point Repairs project. The goal of the contract is to maintain and improve roadway conditions within the city, particularly focusing on asphalt milling, overlaying, and necessary striping of various roadways. A portion of the work area is located within a School Zone, specifically a school access/entrance.

Work Details
The project involves milling a depth of 1.5 inches of existing asphalt, applying an asphalt overlay of 1.5 inches, replacing existing traffic loops, and performing required roadway striping on specific streets including S.E. Stypmann Blvd., S.E. Georgia Ave., and S.E. Hibiscus Ave.

Additionally, six point repairs will be constructed within Zones 3 & 5. All work must comply with Florida Department of Transportation (FDOT) Standards, Florida Pavement Preservation Council (FPPC) Standards, The Manual on Uniform Traffic Control Devices (MUTCD), City of Stuart Construction Standards, and other contract documents.

Period of Performance
The contractor must start work within ten days of receiving the Notice to Proceed (NTP) and complete all work within ninety calendar days from the NTP date.

Place of Performance
The work will be performed at various locations within the City of Stuart, Florida.

Bidder Requirements
Bidders must be licensed by appropriate federal, state, and local regulatory agencies relevant to their profession or business. Proof of certification as a Contractor by the State of Florida is required.

Bidders must also provide a proposal guarantee if the total amount exceeds $50,000 in the form of a Surety Bond or certified check. Successful bidders are required to furnish payment and performance bonds equal to 100% of the contract amount.
