Background
The State of Delaware, through the Delaware Workforce Development Board (DWDB) and the Delaware Department of Labor, Division of Employment & Training (DOL), is issuing a Request for Proposal (RFP) for the Learning for Careers (LFC) program. The goal of this contract is to identify vendors capable of providing high-quality occupational skills training and workforce preparation programs aimed at adult career entrants or changers. This initiative aims to enhance employer participation in educational and training programs that lead to increased employment opportunities for youth and adults in Delaware.
Work Details
Vendors are required to provide all necessary equipment, materials, and labor to support the Learning for Careers initiative. The services include:
1) Engaging Delaware's business community to create or expand paid work experiences for youth and adult learners;
2) Supporting summer youth employment programs;
3) Facilitating secondary and post-secondary students' participation in work-based learning experiences;
4) Strengthening employer-led recruitment efforts targeting youth aged 14-24;
5) Collaborating with at least one Local Education Agency or Postsecondary Program;
6) Utilizing assessments to determine participant success likelihood;
7) Entering participant data into the Delaware JobLink system for tracking and reporting;
8) Submitting monthly financial reports for reimbursement on a cost-reimbursement basis.
Period of Performance
The contract will be valid for one year from July 1, 2026, to June 30, 2027, with potential renewals for four additional one-year periods based on negotiations between the vendor and DWDB/DOL.
Place of Performance
The services will be performed within the State of Delaware, specifically targeting local businesses and educational institutions involved in workforce development.
Bidder Requirements
Vendors must participate in a mandatory pre-bid meeting scheduled for February 19, 2026. Proposals must include a Lead Provider representing an Applicant Group that consists of at least three employers committed to providing work-based learning experiences. Vendors should also demonstrate their ability to meet specific performance measures outlined in the RFP. Subcontracting is permitted but must be disclosed in the proposal.
