Background
The State of Delaware, through the Delaware Workforce Development Board and the Delaware Department of Labor, Division of Employment & Training, is issuing a Request for Proposal (RFP) for the In School Youth (ISY) program. The goal is to identify vendors capable of providing high-quality programming for youth facing barriers to secondary school completion, employment, and/or post-secondary enrollment.
The program aims to include career exploration, guidance, counseling support for educational attainment, and occupational skills training in high-demand industries within Delaware. This initiative aligns with priorities set by the United States Department of Labor to create effective workforce systems that facilitate quality career pathways and paid work experiences.
Work Details
Vendors are required to provide comprehensive services that include:
1. Outreach, recruitment, and retention strategies targeting eligible youth aged 14-21.
2. Intake and eligibility determination processes consistent with WIOA requirements.
3. Implementation of Mental Health and Trauma Informed Care training for staff and participants.
4. Development of Individual Service Strategies (ISS) for each participant outlining educational and career goals.
5. Case management services extending 12 months post-exit from the program.
6. Training in durable/soft skills integrated into the curriculum.
7. Work experience opportunities that may lead to certifications or job placements.
8. Documentation maintenance for each participant including eligibility determinations, attendance records, assessments, credentials, and outcomes.
9. Providers must ensure that 25% of the requested funds are allocated for Work Experience (WEX). The program must also incorporate all 14 WIOA mandated program elements such as tutoring, occupational skills training, leadership development opportunities, financial literacy education, and post-secondary preparation activities.
Period of Performance
The contract will be valid for one year from July 1, 2025 to June 30, 2026 with potential renewals for four additional one-year periods based on negotiations between the vendor and the Delaware Workforce Development Board.
Place of Performance
The services will be performed within the State of Delaware.
Bidder Requirements
Vendors must attend a mandatory pre-bid meeting scheduled for February 19, 2026. Proposals must be submitted via email by March 12, 2026 at 1:00 PM local time. Vendors should demonstrate experience in operating similar programs successfully and provide at least three business references using Attachment 4 in their proposal.
