Background
The City of Anaheim Public Utilities Department (APU) provides electric and water service to approximately 340,000 residents and 15,000 businesses within a service territory of about 50 square miles. APU is seeking competitive proposals for a Systems Integration Software Solution and Services to enhance its ability to integrate various critical information systems and databases, primarily on-premises. The goal is to replace an aging TIBCO systems integration platform that is nearing the end of support with a new solution that can be implemented by Summer 2027.
Work Details
The selected contractor will provide a Systems Integration Software Solution that includes:
- No-code / low-code application and interface development capability.
- A queuing/message broker platform for secure integration of disparate information systems.
- Capabilities to call or be called by web services, access databases, parse data files, perform programming logic and data manipulation, transfer files, send emails, etc.
- Annual maintenance and support services for software updates and technical support.
- Training, installation, configuration, consultation on design and architecture, development, project support, and optional professional services as needed.
Specific systems to be integrated include Customer Information / Utility Billing (CIS), Advanced Meter Infrastructure (AMI), Meter Data Management (MDMS), Field Service Work Order System, Outage Management (OMS), Text Messaging Service, and File Transfer services.
Period of Performance
The contract will commence upon mutual execution of the agreement and is expected to be completed by Summer 2027 before the existing TIBCO maintenance expires in November 2027.
Place of Performance
The work will primarily take place on-premises within the City of Anaheim's network environments including both the corporate network and Electric SCADA (E-SCADA) network.
Bidder Requirements
Respondents must demonstrate experience with similar projects involving systems integration solutions. They should provide a detailed breakdown of labor rates upon request. Compliance with California prevailing wage laws is required. Respondents must maintain an active registration with the California Secretary of State and an active Anaheim business license during the term of any agreement.
