Background
The District of Columbia Office of the Chief Financial Officer, through the Office of Contracts and Procurement, is seeking a contractor to provide a Software-as-a-Service (SaaS) capital planning tool (CPT). This tool will facilitate asset management and infrastructure planning by enabling the creation of capital budget scenarios and developing a long-term asset replacement schedule. The goal is to enhance the District's asset management capabilities, ensuring efficient allocation of resources while minimizing negative impacts on residents and businesses.
Work Details
The contractor will provide a SaaS capital planning tool that includes:
1. A platform for modeling asset management and infrastructure planning.
2. Features for analytics, optimized lifecycle planning, and risk assessment.
3. Integration support with legacy systems and data migration as required.
4. Licensing models for up to 100 users.
5. The ability to manage unlimited asset types and attributes, segregate assets by type and agency, and delineate non-District owned assets.
6. Web-enabled access via mobile devices and compatibility with multiple web browsers.
7. Support for Microsoft SQL or Oracle databases.
8. Development of a minimum fifty-year plan for all assets.
9. Generation of industry-standard reports and dashboards, including customizable ad-hoc reports.
10. Training for end-users and configuration training for designated District employees.
Period of Performance
The contract term is one year from the effective date, with options to extend for four additional one-year periods.
Place of Performance
Services will be performed at the District's facilities located at 1100 4th Street, SW, Washington, DC 20024.
